
The Lancaster County Housing Opportunity Partnership produces the ‘The Purple Book‘ – the Tenant / Landlord Rights & Responsibilities manual – this manual is the gold standard for rental information in Lancaster County. This edition is dedicated to the memory of Michael & Ellen Mastros who contributed to the editing of the manual.

This news release from earlier in the year identified “Arabic, Burmese, Karen (spoken by a sub-category of Burmese), Nepali (spoken by Bhutanese), Russian, Creole, Chinese and Mon Khmer are languages most widely spoken by the most vulnerable populations in Lancaster County.
“Had we simply looked at the available U.S. Census, American Community Survey (ACS), and other data that’s readily available, the list of chosen languages would have looked drastically different,” Nathan Roth, Fair Housing Director of the Fair Housing Center at LHOP said. According to ACS data, for instance, German ranks at the top of the list next to Spanish. ‘We learned through this process that a large number of individuals who speak German also speak English and have access to various community resources. We found that the same access doesn’t exist at the same level among various groups in Lancaster, increasing individuals’ chances of being mistreated in housing transactions. It’s for that reason that the selected languages were chosen.”
