Donna Partin says the ABLE Act will allow her 19-year-old daughter, Demi Keller, who has Down Syndrome, to save for college. The legislation, cosponsored by Sen. Bob Casey, Jr., (D-PA), would allow families with children with disabilities to save money for education and other costs in tax-deferred savings accounts.

“Nearly 25 years have passed since Congress last enacted legislation that impacted individuals with disabilities.
“And for most of the time since 1990, when the Americans with Disabilities Act became law, Donna Partin has had one hand tied behind her back trying to encourage her daughter to be independent.
“If her 19-year-old daughter, Demi Keller, who has Down Syndrome, were to save more than $2,000 for college, an apartment or transportation to work, she would risk losing other critical benefits, including medical and supplemental coverage.
“Congress is poised to untie Partin’s hand.
“Next week, the Senate is expected to vote on the Achieving a Better Life Experience Act - known at the ABLE Act, which would ease the financial strains on Keller and millions of individuals with disabilities.”
